I have everything set up correctly, but the match does not show up when I try to join.

make sure their BOTH connected to the same internet connection and have a wireless adapter for the jtag so it can connect.

We're both connected to the same network, but the J-Tag cannot connect to the internet/xbox live. The RGH account is connected to xbl on the wireless internet, but The J-Tag can't connect with a wireless adaptor or an ethernet cable.

just a little note for you your jtag must be connected to your router this way it will always show up and you will always be able to connect to the host
Hope this helps and what ever you do, do not attempt to connect to xbox live it's too risky may vet a console bann :S
