im painting just the outside shell. do i need to sand it down first? how many layers of paint do i put on it and do i put a clear coat on after wards?

I made a custom controller before I put three lights coats on it and yes I put a clear coat on it afterwards I didn't sand mine and it turned out fine.

I used Dupli-Color vinyl paint for the coats idk what your using but that had the best results for me

From my experience regular spray paint wears and starts to flake and it will make your controller look terrible. Look up tutorials on youtube they have plenty take you step by step on what to do

You need specific spray paint..
