They're not adding XP because they decided to not add Enchanting. It may have something to do with the update taking forever to complete.

Where does it say that there will be enchanting? 4J said that they are combining 1.8.2 with features from the enchanting update, along with sprinting and the hunger bar.

They are adding enchanting into a later update not 1.8.2 they are saying that there would be no point adding xp.
