So you can play someone else's save. You may want to do this to play the game once the campaign is finished but you can't be bothered or it makes for easy achievements.

If you download a 100% gamesave do you get all of the coinciding achievements?

Sometimes, I believe that sort of thing only works with certain games.

Would a modded gamerscore be less detectable if one were to download a coinciding gamesave

Getting Gamerscore from downloaded gamesaves is less detectable than modding your gamerscore and I don't even think they do anything if they do find out. Modding Gamerscore can get you reset, maybe even banned.
