When I built my PC in May, my dad liked the idea of building your own PC so much that he wants me to build one for him too! Since he runs his own office (he's a financial planner), his main PC in his office is an old Core Duo (Not core 2 duo!) 1.8ghz, 2gb ram, 1tb HDD (old 5200RPM drive), and a very old ATi Radeon 128mb GPU.
For 644$ I chose these parts:
PSU: [ Register or Signin to view external links. ] 69.99
MB: [ Register or Signin to view external links. ] 109.99
CPU: [ Register or Signin to view external links. ] 159.99 (he's not going to be gaming, he's just going to be doing a lot of inputting data into programs such as Sage ACT, so I chose this since it's a good speed CPU for the money)
HDD: [ Register or Signin to view external links. ] 84.99
GPU:http://www.newegg.com/Product/Product.aspx?Item=N82E16814150540 99.99
RAM: [ Register or Signin to view external links. ] 39.99
CASE: [ Register or Signin to view external links. ] 79.99

Gigabyte motherboards aren't very good fyi most prebuilts have them due to the fact they are cheap, i would personally recommend MSI or Asus for a motherboard

Judge mobos on a board-by-board basis, not by the manufacturer. Gigabyte boards can be top-notch just like Asus or MSI boards can be crap. You can't generalize.

This build needs to be re-done. It's "OK," but you can do a lot better. Here is what I would get him, OP. Along with a mechanical keyboard if he's going to be doing a lot of data entry.

Tell me if you want links.

I like it, but he needs more than just a dual core CPU. And he already has a Model M keyboard

How bout that? He doesn't even need discrete graphics. You'll save power, have one less weak link, and you won't have to worry about noise or cooling for it.

It may not be anything flashy as he is building this for his dad to use at work or for work. So it wont be a flashy led filled computer

It's nothing too special. Not really to "brag" about but if I do get it done I'll post pics
