You might want to look up what your talking about, the power vs cost is just way too high of a cost for the little power. $400,000 for a 700 hp v12, when you could get a base GTR 105k, add around 50k in add ons to make it 1k+ hp. You can get a Base GT500 add the SuperSnake Package of 1k Hp for under 150k total. More expensive brands, you could get a v12 aston Martin for 200k, add 30-50k in upgrades to get 1k+ hp. I could get a R/T charger completely change the drive train for around 60k, and tune it out to around 1500HP and make that end out to be around 100k total.

Just because you can buy a Ferrari or a Lamborghini, does not mean you can buy a Bugatti, there's quite a big price difference.
