Also, not sure if this has been addressed, but DOX'ing is the act of organizing and scavenging personal information using online resources. It isn't illegal because all of the information is public. It's just a matter of how you hide it. It's like, if you have a personal name or e-mail attached to your Xbox live account or in your bio, you can easily search that up in Facebook and get their name/state/see if they have any relatives then from there get phone number's etc. That can all be prevented if you don't have your info all over the internet though. Once again just clearing it up, Doxing is NOT illegal.
