People can create a theory about anything, literally anything. I'm not flaming this post but I believe every theory that you have listed has a plausible answer in why it is accurate. And a further comment, no country wants to engage in war, so using Pearl Harbor and 9/11 as a reason to go to war is completely false. We have stood by and watch wars as a nation, and also another comment directed toward Pearl Harbor. Do you know how long we waited before we joined World War II? We didn't need Pearl Harbor to send us into war. We as a nation could have joined in at anytime, sure we didn't have the peoples support. But we could have in fact stepped in at anytime.
Getting the support of your country is everything in a war. The government is not suppose to control this country, so they could potentially manipulate us in different ways to get what they want. We went into Vietnam the way we did because of a government lie. There are countries that want to go to war for different reasons. True, we could have stepped in at any time, but since that type of attack took place, Americans all across the nation were mad. They wanted to war more than anything. The rise of the citizens is everything in a war, because no matter how wrong or dirty the government is in the war, it will be justified by the people.

I agree with you, however Pearl Harbor was not "aloud" to happened. Government officials shrug off multiple events because ~85% of the time they are fake. And at the time we had no way to check on the Japanese pacific fleet. So there was no way to clarify the situation, I agree with you that it is the people that choose to go to war. However the government did not allow Pearl Harbor to happen. They did not have enough facts to support that the Japanese were coming for Hawaii. And at the time that was pretty far fetched, until of course the even and the mini scout subs that were found during and after the even. It is the peoples choice to go to war, in this situation I don't think that our government intentionally aloud this to happen. If you look at it in a bigger stand point, we had to way to rebuild our fleet after this which did in fact cost millions of dollar, and now remember at the time we were not in debt. So for the government to sacrifice that much in order to gain support for the war is hard to believe. Not to mention all of the lives lost during the Bombing.
