I just read somewhere, that bungie said "once u start using halo reach's fileshare system, u should be unbanned from halo 3's"

You read wrong. You will be kept permanently banned for Halo 3, permanently. But in Halo: Reach your fileshare will be a new, this won't unban your Halo 3 fileshare though.
