Go to Xbox.com and log in, when trying to do anything, you will be prompted to accept the new Terms of Service, you can do this without the need for the parental account.

I fixed this for my bother by turning off his Xbox. Then signed in to Xbox.com on my laptop, accepted the terms on there. Go back on Xbox and it should be fine. Try this and let me know how it goes.
