ok so i was a lvl 95 in gears 3. no re-up and then i accidentally deranked myself because of that player data glitch. anyway. my friend glitched me up to red reup lvl 77. but i was wondering if it would be safe to use horizon to mod me back down to my original lvl. would that be safe?

nothing like that is going to be safe but im sure you will be fine no worries and if something happens to you it was nice to have you

Any change of your rank with Horizon will result in a ban from what I'm aware of no matter what, it's just something about the program that makes the ban so I wouldn't even risk it if I'm honest

I not sure if you should do that because most likely its not safe just leave it alone and continue to play and have fun because changing your rank is tampering with it more and result most likely to ban so its your choice do it if you want to.
