the link leads you to believe that they are not banning early, even the writer of the article said that.

if you wanna be really safe you can start playing like a day early thats when us australians get it. pretty sure you wouldnt get banned if you play as soon as the servers are up though

Playing the game iso with out a abgx patch as well will make it more easy for them so be careful
