as of right now it is, but there's a program called FlashFXP and all you do is get your consoles ip and put it in the program and it opens up your console memory and you can attach you consoles license to the dlc thats on your consoles memory aka harddrive.

But I havent really test it on my regular xbox because theres no dlc for anygame I didnt already have before I figured out this, and jtag dont need licenses on dlc.
