Okay I'm in need of some serious help right now. I decided that I would make a new profile for my Xbox (due to my other one being banned so many times). I just really wanted a fresh start. The thing is I need all the stuff I downloaded. I know that when you buy something it tags the license to your profile/console but I know there is a way to get it (hopefully). I'm not on a new xbox just a new account. I haven't downloaded anything from a different Xbox just on my old account. I just need to get my DLC/Arcade Games to my new account. If anyone can help me or can help but needs more/clarified info please PM me.

Not possible. Licenses are forever tied to the account that purchased the content. Transfers are only for new consoles, not new accounts. If you find some way to make this happen, not only will your new account be banned, so will your console. It is illegal, violates anti-piracy laws, and you face hefty fines as well.
