There isn't any glitch. Way back when BO1 came out you used to be able to Dolphin Dive into you partner and make yourself invincible. They patched the glitch to down you and now you just get a laughter to mock that you're a cheater. It's treyarchs mini easteregg that doesn't contribute to the zombie storyline.

unless someone how he got the power up script and changed the randomized code to be increased or decreased the value!! Haha I doubt it though! And yes the power ups are implemented into the game itself nothing can really change the increase or decrease of the power ups in the game...
