Are you banned from sending pm`s. Check you`re warnings and see if their are any that say
something like this "Asking for rep (Via PM)". Anything like that? If not go to "Ask The Staff".

Check your Outbox. If you PM is in that category. The message has not been opened by the user you have sent it to.
