Wow that game takes me back. It's been years since I played it.
As for making it, you would need to know web based languages, such as HTML, CSS, PHP, Javascript. Maybe you might need an addition few on top of that.

I don't have finished code for a game anywhere near that, but I can work with you to finish it, assuming you know how to code yourself! It's a lot of fun, but I don't want to code a game for someone else, by myself!
