If your windows recovery utility is corrupt or not their and you do not have the install disc or a proper back up of your recovery you can make a usb/dvd/network deploy able recovery image by following the below steps there are Three different ways that are used follow the one that best suits your needs!!!.
To create a system repair disc
Open Backup and Restore by clicking the Start button Picture of the Start button, clicking Control Panel, clicking System and Maintenance, and then clicking Backup and Restore.
In the left pane, click Create a system repair disc, and then follow the steps. Administrator permission required If you're prompted for an administrator password or confirmation, type the password or provide confirmation.

1.The GUI USB BOOTABLE WAY
you will need to download the Windows usb/dvd tool if you do not already have it

Click the Windows START button, and click WINDOWS 7 USB/DVD DOWNLOAD TOOL in the ALL PROGRAMS list to open the Windows 7 USB/DVD Download Tool.
In the SOURCE FILE box, type the name and path of your Windows 7 ISO file, or click BROWSE and select the file from the OPEN dialog box. Click NEXT.
Select USB DEVICE to create a copy on a USB flash drive or select DVD disk to create a copy on a DVD disk.
If you are copying the file to a USB flash drive, select your USB device in the drop-down list and click BEGIN COPYING. If you are copying the file up to a DVD, click BEGIN BURNING.

2.Open Command Prompt with administrator privileges. To do this, type CMD in Start menu search field and then hit Ctrl + Shift + Enter. Alternatively, go to All programs, Accessories, right-click on Command Prompt and then select Run as administrator.
In the command prompt, you need to execute the following commands.
Type DISKPART and hit enter.
Now, type LIST DISK and press enter to see list of disks attached to your computer. In the next step, you need to select your USB flash drive that you are using to create system recovery drive
From now on, type all the following commands one by one and then hit enter
keep in mind the drive # of your usb for you will need to know it for the following
SELECT DISK 1 (your usb disk #)
CLEAN
CREATE PARTITION PRIMARY
SELECT PARTITION 1
ACTIVE
FORMAT FS=NTFS
(Format process may take few seconds)
ASSIGN
EXIT
Extract the ISO file contents using WinRAR or 7-Zip to your USB flash drive to create your USB recovery drive.
Before you restart your PC, you might need to enable USB booting feature in the BIOS settings.

3.If you have not already made your own recovery image or have not acquired one by other means, Type create system repair disc in Windows 7 Start menu search box and hit enter.
In the resulting dialog-box, select your DVD drive. Insert a blank DVD into the DVD drive and then click Create disc button to start creating Windows 7 repair disc. Wait for a few minutes to complete the burning task.
Once you have Windows 7 repair disc, you can now create a Windows 7 recovery USB drive. Plug your USB flash drive and make sure that you have no data on the USB drive as we are going to format it.
Open Command Prompt with administrator privileges. To do this, type CMD in Start menu search field and then hit Ctrl + Shift + Enter. Alternatively, go to All programs, Accessories, right-click on Command Prompt and then select Run as administrator.
In the command prompt, you need to execute the following commands.
Type DISKPART and hit enter.
Now, type LIST DISK and press enter to see list of disks attached to your computer. In the next step, you need to select your USB flash drive that you are using to create system recovery drive
From now on, type all the following commands one by one and then hit enter (again, please make sure that you are replacing the DISK 1 with your Disk number).
SELECT DISK 1
CLEAN
CREATE PARTITION PRIMARY
SELECT PARTITION 1
ACTIVE
FORMAT FS=NTFS
(Format process may take few seconds)
ASSIGN
EXIT
Now, insert the previously created repair disc and copy all the contents (contains three items) to the USB flash drive. You have just created a bootable Windows 7 recovery USB drive.
You may need to go into bios and set the usb as priority 1 in the boot order, you usually can depending on the pc access Bios by pressing F1/F2/F12/ during preboot ie when the colored screen flashes for half a second when you first turn on the computer sometimes it will even say what button enters Bios in the corner of the screen during preboot, if you cant figure out or do not under stand you can google " how do i get into Bios your_computer_model_here_) " .
the steps are not all mine in this tut i c/p and cleaned up some of them and added a few.
