The hulking draugr is a secretly added draugr with the characteristics of the rock on steroids it is a massive built undead enemy that I have only seen once in one of the dragon priests lairs where you must find the 3 vials to awaken him
good luck finding him he drops two draugr weapons that are exclusive to hulking draugrs themselves

Ran into one at Skuldafn when I was level 39. It walked out from behind one of those doorways disguised as a sarcophagus; not sure what the OP meant by finding vials to awaken one, maybe that's at a different location? Its health seemed to be between a Restless Draugr and a Draugr Scourge, and it dropped a uniquely-named but otherwise ordinary iron shield, a Dented Iron Shield. Next time do research into these things before making assumptions.
