If you want to go that route, why not just recommend a scratch build. For his budget, ~$600, he can have a decent gaming machine with a REAL graphics card in it.
Actually my limit isn't 600. I'd like to top it out at 800. Hopefully there is an all in one that can run those games perfectly that is 800 or less.

The processor? For the games you'll be playing, nothing. And medium specs look fine. It'll look as it would on a 360 to put it in plain terms.
Well then that is fine by me. All the games I listed should work pretty smooth? I don't really want games like BF3, Skyrim, or Day Z. I want the simple games I enjoy.
I could run killing floor on my old single core, 2 GB RAM, 120 GB HDD machine about 3 years back 100% fine. That give you some dignity in your specs? Lol. Believe me, you'll be fine.

You just need to look up what each part of the computer actually does, then go to multiple websites and find the best deals. Also windows 8 is terrible, so you shuold steer clear from that. The processor is the brain of the computer, so you want to focus on that.
WHY is Windows 8 so "terrible" to you exactly? It's identical to 7 besides the Metro UI. The desktop itself is still 100% the same. All Windows 8 programs are compatible with 7 as well. Just curious as I am still wondering why everyone hates it. Seems people hate change more than anything.

A mini tower? He'd have to spend money on a new PSU guaranteed if he were to put a graphics card due to wattage limits in it considering it even fits in the small case. Either way, he'll be spending a good $150 on a decent graphics card and about $80 on a PSU. No logic in that.

Does it HAVE to be an all in one? Are you not fond of a tower? You can get much more bang for your buck if you build it yourself or buy a prebuild. My parents have an all in one in the kitchen and I understand compact and cleanliness can be a factor. :|
