Halo 2 is the only Halo that had and only that will have good/fun mods don't ruin the new Halos. 343i is trying their best on this game stop exploiting their mistakes and do that on a game that the company don't care about (CoD4 and 5, Halo 1 and 2).

No such thing as a merk mod menu on halo 4 AND guess what you
1. most likely don't have a JTAG
2. even if you did You DEFINITELY do not have it online.
