I agree those are pretty annoying, someone shouldn't advertise what they're not providing, or be distributing false information/misleading information.

They do it so people view their thread. If they type 'important' yet it isn't important, and is fairly pointless, report it under "Pointless topic/post". Or if it has a point, but isn't 'important', report it under "other" -> and then type in "Misleading Title" or something along those lines.

Isn't really too hard to overcome these issues, just a bit of common sense.
