Whenever I try to Install to Hard Drive, it gets to 37% and says the disc is scratched or damaged.
Any help to resolve this problem will earn you +50 rep.

I know the problem. It is not the disk.
This happened to me.
What it is is a bad patch that you put in the iso and burned onto the disk.
So Here is what I suggest:
Delete the Iso file that you extracted from Call of Duty World at War.ace and reextract it (this will reset the ISO)
Then delete the modded files that you downloaded from your computer and redownload it.
Only edit the stuff in the file that is necessary to change (Text, etc.) and nothing else.
Try to reburn it.
Remember to Extract the default.xex from the ISO (using WX360) before replacing the nazi_zombie_prototype.ff, common.ff, and code_post_gfx.ff and the replace the default.xex with the one you extracted before.
DO NOT MESS WITH ANY OF THE SCRIPTING IN THE MODDED FILES EXCEPT THE TEXT UNLESS YOU ARE A SCRIPTER WITH A DEGREE (like me) AND KNOW WHAT YOU ARE DOING.
---------------------------------------------
If you do not understand, then I will do this for you through TeamViewer Connect for free.
If the file you downloaded is a bad patch, then I will sell you my brand new Mod Menu patch that I made. $10-$15 or MSP/Live time
Hope this helped!
