They go down for as long as it will take for the developers of Mojang to get their servers back up.

In most cases in the last couple of weeks, its been from their DNS connection to Amazon. Its being fixed as we speak for some of you who still can't connect. It can take a while to propagate.

I think minecraft's servers are getting overloaded by all of the Christmas traffic.
