what is the difference between downloading a xbox live account and license transfer ?

i want to get some games my buddy bought in his account help me ?

1: Sign into his account on controller 1
2: Sign into your account on controller 2
3: License transfer

A liscense transfer is after you download the profile, if you transfer liscense it allows you to download all the DLC from the downloaded profile.

Downloading a profile is just being able to use that account on your xbox360.
