Currently, I have an i3-2120, 8Gb ddr3 1600, and two 500 gb wd blue 7200 rpm drives. How would my 430 watt thermaltake psu (2 +12v rails) handle this with a 650 ti thrown into the mix?

The GTX 650 Ti requires at least a 400watt PSU.
I would upgrade to at least a 500watt to be safe.

Easily. The 650 Ti requires 20A minimum and this unit has 29 between two 12v rails. This system won't draw more than 250w total under load.
