If PlayStation truly does this they will lose so many people. Nobody wants to pay for a brand new game when a pre owned is about $15 less

This is so false... it is kind of like the whole myth that PS3 games would be at $100 per game cause "BLU Ray" was going to be so expensive. Not to mention fair use determines that you can reuse software unless it causes "a continued expense to a business." which I do not see how used games (except for online play.) will cause that "continued expense."
