It's always safe if you can find a xeBuild program or jRunner program that allows you to update to that Dashboard. Yes,but I'm not up to date with that kind of stuff so your going to have to look around.

if i were you make sure you use xebuild much better and also make sure it has dl 3.5 installed otherwise you cannot use rte / get on xbl

You should do that only if you were planning on purchasing xbox live stealth and going online with your Jtag or using a plugin. Otherwise you dont need to have dashlaunch 3.5 unless you feel like having it.
