i got the dlc today had the guy come up to me n just gave me the letter off the jarl not the adoption one to and i got one piece of land by riverwood built my house now i cant by any more the jarls or stweads dont give me the option to buy it someone help??

You can find adoptable children around Skyrim or just go to Riften at the Orphange.

for the different plots of land you have to help several jarls out before you can buy it, can't remember which ones.. and for adopting children like the above said usually kids running around alone just talk to them and it will give you option to adopt.. i adopted a kid and a dragon landed on him and killed him :/ so riften is best bet :p

For the land near Dawnstar you need to be at least level 21 or 22, so you can complete the quest about the giant, which comes after completing Waking Nightmare. For Morthal you need to complete "Laid to rest" or whatever its called, the quest about the vampires. After that you can buy the plots. As for adoption, you need a childrens room or a bedroom with children beds and chests then find an orphan around the world or wait for notice from the orphanage letting you adopt from there.
