You are partnered but you need to be networked, to get a banner at the moment you can just add custom thumbnails and minor stuff, but when you get networked you get extra stuff, unless you got soo many subscribers and views, you'l get all the extra stuff without the need of being networked.

Where and how do I get networked?

Go to the Youtube Famous section. Networks are groups like Machinima and TGN, they can offer you a contract were you earn money.
