I think this is easy, I am just god awful at Science.
The two questions are:
Explain how our knowledge of previous seismic activity in the area can help to prepare for future events.
Discuss the effectiveness of seismic activity prediction.[list]
Any help with it or any websites that can help would be greatly appreciated!

Seismic events are the plates moving and causing earth quakes. And the longer ago since the last seismic event with a certain plate boundary the more likely one will happen in the near (1-10000 years?) future. Something like that.
