How do i set it so that only certain people can use certain signs e.g a B level can use a sign but a C level can't?
Also how do i do the same with blocks? So they can break in certain areas

Remove all essentials.signs.**** permissions from C
Add essentials.signs.use.* to your B rank.
To restrain block placement, use a plugin such as World Guard. You can add groups to certain regions.
