Quick and simple-

--Cydia has a server, the server is under heavy traffic since over 100,000 people jailbroke their iDevice within 10 minutes of release time of the jailbreak.

Wait it out, try in like 1 hour. itll work eventually.
I kept on trying to install winterboard, and after 20 tries, it worked
