My friend Sebastian gave my friend damien nba2k13 via license transfer. Damien recovered Sebastians profile and licensed transfered on his xbox. Can Damien give me nba2k13 via license transfer?

No you can only license transfer once. You will have to wait I think it's 4 months until you can license transfer from your friend again.
