This doesn't look legit to me, this looks ratted. I personally think he clicked on something and someone got into his laptop and put this there and is threatened to pay a fine of $100 CAD. Any thing you would advise? Has this happened to you?

I don't know how to just break it to him saying "oh you got a virus", then he's going to ask me questions like I know, and then say it's my fault like everything else lol.

My friend had something similar he had to whips his laptop then it was fine again

Yeah I don't have a disk to give him or anything and it's completely locked, he can't do anything at all.

Definetly a virus happened to me twice google metropolitan police virus you should find a way to remove it its basically the same thing

On start up there was an option to system restore pressing F3 so I'm attempting that, hope it works.
