So I recently updated to Win 8 and it even did this before I upgraded. It downloads for a little bit then says "No Connection" Look at the bottom where it says it.

I am redownloading the games because when I upgraded it erased everything

Hmm, that still looks like windows 7 to me.
Anyway have you tried checking if you're actually connecting the internet at that time? If you're then try running steam with raised privileges and just do the usual checks on your bandwidth usage and ports.

Worse comes to the worst just re-install steam yet again?

Have to allowed steam to access the internet through windows firewall?
I know on win7 it asks you on first launch not sure about win8 but I assume its similar.
