This app made by Game-Tuts just was released, it mods HEX files using advanced rerouting.

All you do is put your gamer profile on a usb, plug it in to your computer, wait for it to load then open the modder and wait while it mods your files. Plug it back into your Xbox and your guns are all gold.

it comes up as a batch file and is unable to open
