I know someone who found an iPhone 4 on school bus. He asked around to see if anyone had lost it, no replies so he kept it.
I strongly reccommend you try and return it- its the legal and right thing to do. If nobody collects it; hand it to the police. If the police cannot find the owner- they then auction it off.

idc what u all say u guys that say apple tracks them they dont ive looked on MULTIPLE APPLE FORUMS for info
there only trackable if a track app is installed and they are connected to itunes when it still has the ap
then it sends an email to the owner but if you restore offline it is perfectly fine ESPICALLY IF U RESTORE UR COMPUTER AFTER 0% CHANCE OF BEING TRACKED
but enjoy ur tin foils hats and shit iphones get stolen every minute of the day all around the country apple likes it, theyre sold on craigslist which makes 1 customer into 2 doubles their market it is in law that without a supena u CANNOT TRACK A GOD DAMMN ESN NUMBER use ur damn brain next time before u try and scare someone into doing the "right" thing and read the whole thread before u post u douches.
Thousands and thousands of people buy stolen goods on craigslist every day without knowing and never hear of it again, If they tracked every iphone that was lost itd cost more then the phone, and theyd prosecute innocent people who buy things online. U are all tards if u think they'll prosue this iphone.
