Is there any way you could mod the "Vault Hunter Relic" with +5% Rare Loot Drop to have 100% Rare Loot Drop?

I have added the rare loot relic into clASS MODS and sheilds and grenades, but never got the % up any higher ...it is immpossible..

I'm not sure that's correct..I've seen ppl on with better mods than that on rare loot.

Gearbox knows that people mod Borderlands but they probley made it so you couldnt mod the relic on purpose
