I recommend getting a NIVIDIA GeForce GTX 660 or above. I have a GTX 550 Ti and runs at extremely high FPS at medium graphics. So long as it is definitely your GPU and not your CPU then you should be fine (I have an AMD Phenom X6 at 3.2 GHz, which runs all my game amazingly!)

Arma 2 is not a very well optimized game. I play with a GTX 670 triple overvoltage and only hit 30-40 fps in cities. I would suggest a card from the 6xx series they are great.
