I want the spikes to like, go over my head so its going outwards but how to I spike it at such a angle? any help is appreciated!

EDIT: Gel and hairspray are options, but how do I spike it at such a angle? Also, is there a specific name for this?
I have sorta the same haircut and I use Clay but it depends on what type of hair you have, for example if your hair is quite thin you'll have alot of trouble getting it to stay like that.

Best bet is as soon as you've washed it, style it with a comb how you'd like it to go, then when it's roughly dry add your wax/gel. Well that's what i do and its similar to that.

If not, you're going to have to get your hair cut, and style in that way from the hair dresser so your hair is ment to go like it, it's hard to make your hair do something different quickly.
