This is pretty simple actually.
If the exponent is negative, you must reciprocate the base number.
The denominator in the exponent is the root. For example, if the denominator is 2, square root the base number after reciprocating. If the denominator is 3, cube root the base number.
The numerator in the base number should be your final step and is the actual power.
Example: (1/64) ^ (-4/3) = 64^(4/3) = 4^4 = 256
