It depends on your budget and what you are looking to do with it.
These are my specs to my custom PC.
MB: Gigabyte Intel Z77 LGA1155
CPU: Intel Core i5-2500K 3.3ghz
GPU: EVGA GeForce GTX 660 2GB
RAM: 8GB (2x4GB) DDR3
PSU: Corsair CX600

A 7850 is better for the price, a 3570k is just better, and 600w is overkill. @OP to build a computer you basically need
1. A motherboard
2. Memory/RAM
3. Power supply
4. Hard drive
5. Case
And if you're gaming a graphics card.
