Delete the profile from your hard drive and then recover it back.

I have tried these suggestions and still, I have no luck. Every time I go to download profile after I have entered my details it comes up with an error message. The message reads, 'Sorry, Xbox Live profiles can't be downloaded right now. Try again later. 80070020'
Can anyone look into this, I have been trying for a while now and the initial problem still exists. Thanks in advance,
