I have said it befor, and i will say it now; Actually we WOULD NOT launch nukes, because we have WAY to many allies that would be hit by the radiation, its bad for business. Most likely we would napalm and bomb the sh*t out of them until there whole country was ash. But to answer you question, YES NC could do it, and might TRY. Keyword here, TRY. But i doubt they will succeed in actually hitting the U.S, because we most likely have some kind of defense setup in case they TRY.
