Certain websites can get you a free unlock but most of them are time wasters and take 30 days to send you the unlock code via email.

I had jailbroken my iPhone 4. I have heard that if you have a 4s, you need a certain iOS. I don't know. But try it.

Illegal Factory Unlock this service is available time to time only when some Apple employee gains access to Apple's internal database and is able to mark iPhone IMEI is unlocked in the database. Such service is able to unlock an iPhone from any network even such network rules do not allow to carry out unlocking process. Using this service is very dangerous. If it's not scam and you are lucky enough to get your phone unlocked it will not last long. Apple always identifies such security breaches and make all the unlocked phones blacklisted forever it will simply turn your iPhone into piece of metal.
Unlocking iPhone via Jailbreak/USB another way to unlock an iPhone is to jailbreak and then unlock the phone via USB cable. Such procedure is mostly very complicated and it's working with very old iPhone software versions only. Moreover iPhones unlocked this way are unable to receive updates from iTunes. Updating such iPhone is not possible, removes the unlock or it might make phone unusable. For some exact software versions the unlock is removed once the battery is discharged. These issues make it very hard or impossible to use the phone. On the top of these issue the iOS 5.x and iPhone 4S is completely unsupported.
Carrier Granted Unlocking this is the only official way to get your phone permanently and safely unlocked. Basically the unlock is authorized by the network carrier therefor it completely legal and it's working with any software version. I got this from this site check into it.

He's not on about jailbreaking, he's on about unlocking his phone to all networks I think.

What iOS is your phone on? If it says iPhone on the start-up then jailbreak it. If it says 6 then you have to buy it.
