I'm new to selling on eBay and recently a buyer won an auction of me but says he does not have a paypal account to pay me so he wants to come and collect it and pay cash in hand. I'm a bit sceptical about this as he only has 1 rep, and I am not protected by eBay for outside payments.

Any advice on what to do?

If he can't pay for something he bought on Ebay, he shouldn't be on Ebay.

You should report him for breaking the rules and find a real buyer.

The thing is he's bought something off there before so I've contacted the seller he bought it off and hopefully he will be able to tell me his payment method so I know if he's conning me or not. I will put a case forward in the resolution centre tomorrow.
