What that is, is just like many outside public events there were police snipers stationed on the roofs of buildings next to the whole track so that is what he was.

They are snipers. You seem them in Boston and NYC when they have public events. He was just a sniper, no need to worry, hes on our side!

Hate to say it, but this isn't hollywood. I doubt a person who just set off a bomb would be on a roof. He would most likely try to blend in with the crowd. Whoever actually did this i hope nothing more then to see them caught.
