There is one called Painterly i think that you can customize yourself and it's only 16x16 pixels so it shouldn't decrease your fps.

Any texture pack that comes in a 16x16 format shouldn't make you lag. It is the same quality as default minecraft so it shouldn't make any difference.
I would recommend Sphax PureBDCraft though, it's by far my favourite texture pack.
If you are experiencing a lot of lag whilst playing try the following:
Turn down the settings to minimal in game.
Patch your minecraft.jar using McPatcher (1.5.1 put my fps from ~150 to about 20 so it helps a lot to restore the lost FPS.
Use client modifications such as OptiFine to enhance the game and try to improve quality of play.
