I keep trying to downgrade my iPhone 4 with redsn0w on ios 6.1.3 and i get stuck on "waiting for device" and my phone gets stuck at boot logo (apple logo)

has anyone encountered this problem? any fix? i have running with the windows xp service pack 2 and run as admin. i am trying to downgrade to 6.1.
